When to choose each
MemcardRex
Choose it when you move saves between emulators, PSP, PS3 and real cards, or need formats other tools do not open.
DuckStation's built-in editor
Fine if DuckStation is the only emulator you use and you just want to copy or delete saves.
PSXGameEdit
An older tool some long-time users still know. It is not maintained, so prefer MemcardRex on modern systems.
Apollo Save Tool
Useful on a modded PSP or PS3 when you want to manage saves on the console itself.
